Millions of U.S. families lack health care, food and housing. And more than 400,000 kids annually are taken from their homes and put into foster care. But six in seven children are removed from their homes not for abuse, but for neglect, the blanket term that all too often is conflated with issues stemming directly from poverty such as the lack of food, shelter or childcare.
